The Faculty of Fisheries was established in 1964. At that time, the Faculty of Fisheries only opened 1 (one) department, namely the Department of Marine Fisheries. For the first time, the Faculty of Fisheries was led by Drs. Kambali as Dean and Max Wibisino as Assistant Dean. Most of the teaching staff were extraordinary lecturers who came from various government agencies in Riau Province, especially those in Pekanbaru, where staff at these agencies who had undergraduate degrees were required by the Regional Government to teach at UNRI. This situation lasted until 1982, while the permanent lecturers of the Faculty of Fisheries were first appointed in 1968 and since then the development of lecturers has continued to increase from year to year.
The development of knowledge in the field of fisheries in Indonesia for the exploitation of diverse aquatic resources, the Department of Marine Fisheries was no longer considered appropriate. For this reason, in 1976 the Eight-Year Faculty of Fisheries Development Plan (1976-1983) was drawn up. In the plan it has been formulated that gradually new Study Programs of Fishing Technology, Fisheries Product Technology, Fisheries Cultivation and Fisheries Economics will be opened. Until 1977, the Faculty of Fisheries held education for the Bachelor's degree (B.Sc), but before that the Bachelor's degree (Ir.) was implemented with an application system with the Faculty of Fisheries, Bogor Agricultural University (IPB) for the Department of Fishing Technology. With this application system, for the first time in 1974, the Faculty of Fisheries has produced bachelor's degree graduates. Meanwhile, since 1977, the Department of Fishing Technology is still affiliated with the Faculty of Fisheries, IPB for the Bachelor's Program, while the Bachelor's Program is still continued. Since 1985-2002, the Faculty of Fisheries has had 2 (two) departments, namely the Department of Aquatic Resources Management with 4 (four) Study Programs (Study Programs of Aquatic Resources Management, Fisheries Cultivation, Utilization of Fisheries Resources and Socio-Economics of Fisheries). However, in 1988, this department was added with 1 (one) study program, namely the Marine Science Study Program, and the Department of Aquatic Product Processing with 1 (one) study program, namely the Fisheries Product Technology Study Program. Furthermore, based on the Decree of the Director General of Higher Education No: GI/Dikti/2002 dated December 13, 2002, FPK UNRI was expanded into 6 (six) Departments with 6 (six) Study Programs, namely:
1. Department of Aquatic Resources Management (MSP);
2. Department of Marine Science (IK);
3. Department of Aquatic Cultivation (BDP);
4. Department of Fisheries Socioeconomics (SEP);
5. Department of Aquatic Resources Utilization (PSP);
6. Department of Fisheries Product Technology (THP).
In 2012, FPK UNRI opened a Masters study program, namely the Marine Science Study Program which was established on August 10, 2012, in accordance with the Decree of the Minister of Education and Culture of Indonesia number 5463/E2.2/2012. To increase the role of FPK UNRI in the field of national education, in 2016 FPK UNRI opened a Doctoral study program, namely the Marine Science Study Program which was established on March 10, 2016, in accordance with the Decree of the Minister of Research, Technology and Higher Education number 118/KPT/I/2016. The Semester Credit Unit (SKS) system at the Faculty of Fisheries began to be implemented in 1980, so since that year the Faculty of Fisheries has been organizing a full S-1 Program without an application with IPB.
Thus, since 1979 the undergraduate program has ended. With the rapid development of fisheries and marine sciences, in 1999 the name of the Faculty of Fisheries became the Faculty of Fisheries and Marine Sciences (FPIK) and in accordance with the Regulation of the Minister of Education and Culture of the Republic of Indonesia Number 114 of 2014 concerning the Organization and Work Procedures of the University of Riau, the name of the Faculty of Fisheries and Marine Sciences became the Faculty of Fisheries and Marine Sciences (FPK UNRI). In 2015, FPK UNRI had planned to implement a curriculum based on the KKNI (Indonesian National Qualification Framework) which would be implemented in 2016.
Since its establishment until now, FPK UNRI has experienced 18 changes in leadership. The names of the former leaders of the Faculty of Fisheries can be seen in Table 1.

Vision
The vision of FPK UNRI is
"To realize superior higher education in Southeast Asia in producing human resources (HR) and marine and fisheries science and technology by 2035".
The formulation of the vision of FPK UNRI has referred to the vision of the Ministry of Research, Technology and Higher Education (Kemenristekdikti), namely "Realizing quality higher education and science and technology and innovation capabilities to support national competitiveness". This vision is formulated in accordance with the 2015-2019 RPJMN development agenda and in carrying out the mandate according to the duties and functions of Kemenristekdikti. In addition, the vision of FPK UNRI has also referred to the vision of UNRI, namely "Becoming a superior research university with dignity in the field of science and technology in the Southeast Asia region by 2035".
Mission
- The mission of FPK UNRI is aligned with the mission of UNRI and refers to the Tri Dharma of Higher Education. The missions of FPK UNRI are as follows:
- Implementing education in the field of fisheries and marine science and technology to produce graduates who master fisheries and marine science and technology;
- Conducting research in order to find and develop fisheries and marine science and technology based on local resource potential; and
- Implementing community service through community empowerment and the application, development and dissemination of fisheries and marine science and technology.
Objectives
- Based on the vision and mission above, the strategic objectives of FPK UNRI are determined, namely:
- Producing graduates from various educational levels, who master fisheries and marine science and technology.
- Producing efficient, effective and adaptive fisheries and marine science and technology.
- Implementing and disseminating fisheries and marine science and technology to improve community welfare through community empowerment programs in development.
Strategic Targets
- The strategic targets of FPK UNRI are also aligned with the strategic targets of UNRI. The strategic targets of FPK UNRI are:
- Increasing the number and quality of new undergraduate students (input) entering FPK UNRI and the availability of educational strata for S2 and S3 levels;
- Increasing the quality, relevance of academics, research, and community service;
- Increasing administrative performance, supporting facilities and infrastructure and public image;
- Increasing the academic atmosphere so that the teaching and learning process can run more effectively.
Values
The development of FPK UNRI is focused on 3 (three) main aspects. First, improving public trust which can increase the opportunity for good partnership relations with all stakeholders. Second, increasing the capacity of FPK UNRI institutions and a good tatamongan management system. Good management of the tatamongan system is carried out to improve the level of stakeholder trust in FPK UNRI institutions through increasing and developing cooperation, partnerships, and commercial businesses in the fisheries and marine sectors. This condition is expected to be achieved by implementing effective, efficient, transparent, and accountable tatamongan management. Third, increasing social responsibility and community welfare.
Organization and Work Procedures
The organizational structure and main tasks of FPK UNRI are regulated through Permenristekdikti No. 54 of 2017 concerning the Organization and Work Procedures (OTK) of Riau University. The organizational structure of FPK UNRI is shown in Figure 1.

The description of the main tasks and functions of the UPPS organizational structure refers to OTK UNRI. FPK UNRI is led by a Dean who has the task of leading the implementation of education, research, and community service; fostering educators, education personnel, students, and being responsible to the Chancellor. In carrying out his duties, the Dean is assisted by 3 (three) Vice Deans, namely: Vice Dean for Academic Affairs (WD-1) who has the task of assisting the Dean in leading the implementation of education, research and community service; Vice Dean for General Administration and Finance (WD-2) who has the task of assisting the Dean in leading the implementation of general administration and finance; and the Vice Dean for Student Affairs, Cooperation, and Alumni (WD-3) who has the task of assisting the Dean in leading the implementation of non-curricular education and the implementation of Planning and Cooperation.
The Faculty Senate is the highest normative body chaired by the Chair of the Senate and its membership consists of professors, vice deans, heads of departments, and vice lecturers of departments. The Faculty Senate has the main task of formulating the Faculty's academic policies; policies for assessing academic achievement and the skills and personalities of lecturers; norms and benchmarks for the implementation of faculty administration, and assessing the accountability of faculty leaders.
Each Department is led by the Head and Secretary of the Department; and because each Department only has one Study Program, the Head and Secretary of the Department also serve as the Head and Secretary of the Study Program (S1), for S2 and S3 only led by the Study Program Coordinator. The Head/Coordinator of the Study Program has the main task of implementing education, research and community service and implementing planning and coaching of teaching staff. Furthermore, the Head/Coordinator of the Study Program has the main task of implementing academic and professional education on a curriculum. The study program secretary is tasked with carrying out academic and financial administration work at the study program level. The laboratory is under the Department, and each laboratory is led by the Head of the laboratory who has the task of developing the laboratory and coordinating practicum and research activities, both lecturer and student research.
Each Laboratory consists of a group of courses and supervising lecturers who are distributed according to their fields of expertise. Each Laboratory has a five-year continuous research plan and theme, thus the title of the lecturer and student research refers to the theme.
Administrative services are carried out by the administration section led by the Head of Administration Section and four Heads of Sub-Sections, namely Academic, Personnel & Finance, Student Affairs and Equipment. Each Sub-Section has a number of staff; and specifically for the Academic Sub-Section, some of these staff are distributed one person to each department to assist in the department's administrative services. The coordination system, working methods, main tasks and functions and job descriptions of the above elements are regulated in the FPK UNRI Standard Operating Procedure (SOP).
